INSTALL AMLOGIC USB BURNING TOOL

v3.1.0 is out
We know, but for the actual soc’s is better use 2.2.0.
3.1.0 is useless now and inside have the old version 2.1.6.8 for the actual SoC’s, you can’t use the v3.
We don’t want to create confusion.
